The National Citizens Inquiry was history in the making

For the first time in history citizens banded together to create an independent inquiry. From March 16, 2023 to June 1, 2024, across Canada 333 witnesses testified under oath to give evidence on government responses to Covid-19.

This was the most comprehensive inquiry into Covid-19 in the world. Topics covered included:

The Hearings.

The history of hearings in Canada:

Step 1 – A Citizens’ Hearing

The first hearings in Canada into Covid-19 took place from June 22 to 24, 2022. These hearings were called A Citizens’ Hearing. These hearings were not independent. After the hearings, the organizers decided to hold hearings that would be independent.

Independent hearings were necessary for credibility – the A Citizens’ Hearings were not independent. Court’s have credibility because they are independent of government. Courts are independent of all parties. The A Citizens’ Hearings had a panel, but that panel was not independent of the organizers, most of which were leaders of freedom groups.

To ensure credibility, it was decided by the organizers of A Citizens’ Hearing to create an inquiry with Commissioners that were independent of the organizers.

At the same time, on July 2, 2022, another group called Take Back Our Freedom publicly announced that they were going to organize an independent inquiry into Covid-19 issues. They called this the National Citizens Inquiry.

It did not make sense for the two groups to be independently working on identical projects. So members of the two groups got together to put on the National Citizens’ Inquiry.

 

Step 2 – The independent National Citizens Inquiry

The entire purpose of the National Citizens Inquiry was to create an inquiry that was independent of the people organizing it (i.e. its managing board).  The Inquiry would not be independent unless the Commissioners:
  • were completely free to manage and run the Inquiry without interference of the managing board, and
  • the board was not allowed to communicate with the Commissioners except through Lead Counsel who acted for the Commissioners to run the Hearings.

Strict Rules were written and followed to ensure independence.  From March 16, 2023 to June 1, 2024, the National Citizens Inquiry was an independent Inquiry.  The Commissioner Reports were drafted by Commissioners that were completely independent from any outside influence, including the governing board.  On June 1, 2024, the National Citizens Inquiry ended.

There are currently two groups which publicly claim to be the National Citizens Inquiry.  One of these groups is still holding hearings purporting to be National Citizens Inquiry hearings.  They are not National Citizens Inquiry hearings.  The National Citizens Inquiry was an independent Inquiry where the Commissioners were independent of the governing board.  It is a misnomer for this group holding hearings to call themselves the National Citizens Inquiry.  The Commissioners are not independent of the organizers.

The National Citizens Inquiry, which ceased to exist on June 1, 2024, made history.  Never before had citizens banded together to create an inquiry with truly independent Commissioners.

Step 3 – The Allison Inquiry

The Allison Inquiry held hearings on September 8 to 11, 2026. The Members of Parliament attending the Inquiry were independent of the organizers.

The Inquiry was broadcast live from Parliament Hill in Ottawa. The Allison Inquiry represents the first time that Canadian lawmakers have listened to Canadians about their experiences with the Covid-19 vaccines.

The Allison Inquiry was chaired by Member of Parliament Dean Allison and is non-partisan. Members of Parliament and Senators from all parties were eligible to sit as panel members. The Inquiry was held with the cooperation of the Covid Testimony Association, a not-for-profit set up to assist in running the Inquiry.
